To reinforce a damaged joist over a short distance should not be done with a short length of joist but something with greater shear strength and thinner placed on each side like plywood or steel plates.
But for sistering a joist, i would wonder: Sistering is a term with a variety of structural purposes where a length of similar dimensional lumber is attached some joists experience rot and decay more quickly than others. A damaged, broken, or cracked ceiling joist can cause a ceiling to sag and should be repaired as soon as possible. Properly sistering floor joists is very important and should not be rushed to save time. If the original joists are 24 oc, install your 2x8s in the middle of each joist bay, not next to the originals. Deck joist spacing & blocking tips. * although screws don't have as much shear strength as a nail, it sounds like the application called for a method that would perhaps limit damage to a ceiling the only reason the sistered joists don't rest on the plates should be that it was imposible to get the full length in the space. I had to use more screws than i though and to stop creaking noises, i would've needed more.
